The BVIS Fund was established in Oregon to support students who are blind or visually impaired to access “appropriate resources and services, including educational services, in the communities where the students reside or in other settings identified in individualized education programs.” (ORS 346.315)
Currently, BVIS funds:
- Support access to core instruction, which includes assistive technology and training for general education staff.
- Support access to the expanded core curriculum for students who are blind or visually impaired.
- Provide technical assistance or professional development for the purpose of providing educational services to students who are blind or visually impaired.
- Increase opportunities for students to access their educational program in a least restrictive setting.
- Support statewide activities previously provided by Oregon School for the Blind (i.e. sports events, short-term camps, short- and long-term instructional placements.

Increase opportunities for underserved students including students of color and students living in rural areas of the state.

Application Inquiry and Process
Oregon educators, school districts, Regional Inclusive Services (RIS) programs or education service districts can apply for BVIS funding. Please email bvis@nwresd.k12.or.us with questions about the application process.
The Oregon Department of Education contracts with NWRESD to manage the BVIS fund on behalf of the state. NWRESD convenes an advisory committee of stakeholders regularly to establish the BVIS fund priorities in alignment with ORS 346.315, review grant applications, and make recommendations to the Oregon Department of Education.
