How to Log-in and Create a Guardian Account Tutorial

After completing the online registration parents/guardians will have the ability to print the following letters:

• Registration confirmation (aka Acknowledgement Letter)
• Letter to College

Compulsory school attendance law requires parents or guardians to register students between the ages of 6 and 18 within:

• 10 days of beginning to homeschool, or
• 10 days of withdrawing their child from school, or
• 10 days of moving to a new education school district region.

A student who is withdrawn from school and is not registered with the ESD as being homeschooled within 10 days of being withdrawn is not compliant with ORS 339.010.

Homeschooled students are allowed to participate in interscholastic activities at their resident school if they are compliant with home school law and meet the requirements of the OSAA (Oregon School Athletics Association).

OSAA requires homeschooled students to be registered at the beginning of the school year and tested yearly with an approved exam by August 15th prior to the school year; the student must meet the 23rd percentile or more on those exams (OAR 581-021-0033).

Families may present alternative forms of evidence to demonstrate satisfactory progress (portfolio, collections of evidence). The August 15 deadline still applies to students establishing or maintaining eligibility.

Yearly test results should be submitted to the athletic director of your local school or school district prior to participation in an interscholastic activity. Students can participate in interscholastic activities while awaiting test results. Homeschooled children must be tested before the end of grades 3, 5, 8, and 10. The end of the school year is defined before August 15. If the student never attended public or private school, the student must be tested before August 15 following the end of grade 3. If the student was withdrawn from public or private school, the first required examination is not administered within the first 18 months of home schooling even if during that 18-month period the student is in grades 3, 5, 8 or 10.

Example 1: If a child is withdrawn at the start of his 2nd grade year, the 18 month period will be over midway through 3rd grade, and he must test by August 15 of 3rd grade.

Example 2: If a child is withdrawn from school at the start of his 3rd grade year, the 18 month period will be over midway through 4th grade. Testing is only required in 3, 5, 8, and 10, therefore, he will not be required to test until the end of 5th grade.

Parents are required to submit examination results upon request by the ESD. If examination results are not received within the required timeline, the child will be in violation of the compulsory attendance law and no longer eligible to be homeschooled. 

The test examiner must be a neutral person and one who is qualified to administer such test. The neutral person is defined as an individual who is selected by the parent or guardian of the child to be taught at home who has no relationship by bloodline or marriage to the child. The ESD may request test results and parents or guardians must provide the results of the test within a reasonable amount of time. The administrator of the examination must submit a statement of the administrator’s qualification and neutrality. The State Board of Education has approved the temporary rule change to extend the deadline for home school testing this year to November 1, 2020.
