Overview of NWRESD Behavioral Safety Assessment

A Behavioral Safety Assessment, also known as a Threat Assessment, helps identify situations that may pose a risk of violence or harm, determine the seriousness of that risk, and develop both safety and supervision strategies. Northwest Regional Education Service District follows an assessment protocol based on the Salem-Kaiser Cascade Student Threat Assessment model that is comprehensive, research-based, equity-centered, trauma-informed, and student and community centered, with a goal of increasing both physical and psychological safety in school communities.


Behavioral Safety Assessment Process

  • The initial assessment of concerning statements or behaviors is addressed at the school level.  Most safety threats fall within the Level 1 protocol conducted by a school-based team comprised of an Administrator, School Counselor/School Psychologist/School Social Worker, and an SRO/YSO or representative from law enforcement.

  • The Level 2 protocol, which is followed if there is a perceived high risk, is a collaborative, multidisciplinary effort involving representatives from schools, public mental health, law enforcement, juvenile justice, child welfare, and other community-based services.  Schools may partner with NWRESD for Level 2 assessments by submitting a request via email to schoolsafety@nwresd.org.
