In Oregon, the Every Student Belongs rule refers to the state's commitment to creating safe and inclusive schools for all students. Formally known as Oregon Administrative Rule (OAR) 581-022-2312, this rule requires that all educational settings have a policy that prohibits the display of hate symbols and any harassment or discrimination based on perceived race, color, religion, gender identity, sexual orientation, disability or national origin. Education providers should also have procedures in place for addressing bias incidents and displays of hate symbols that prioritize the safety and well-being of those impacted.
