Students of the local districts are the Northwest Regional Education Service District’s first concern and must receive primary attention from the Board and all staff members. To meet this obligation to students, the Board will attempt to spend the majority of its time on student-related matters. The Board expects a similar commitment from all staff members. 

The main task of the education program shall be help assist each student to achieve his/her full potential.  Each student shall be considered as an individual. 

Staff members shall guide and counsel students in the learning process. The Board and staff shall work together to provide an environment that supports the physical and cognitive growth and development of students by meeting the following goals: 

1. Provide instruction that is aligned to the Oregon content standards and enables students to achieve the appropriate benchmarks; 

2. Protect and observe the legal rights of students; 

3. Build self-image for each student through positive reinforcement and success-orientated activities; 

4. Provide an environment of responsibility in which students can learn personal and civic duties; 

5. Deal with students fairly and consistently in disciplinary matters; 

6. Provide for the student’s safety, health, and welfare; 

7. Promote excellent attendance and quality work; 

8. Support students’ academic growth beyond proficiency in academic content standards; 

9. Encourag their attainment of individual goals; and 

10. Utilize valid and reliable data for evaluating the success of curriculum, instruction, resource allocation, and school improvement. 

In this environment students shall have the opportunity to learn to function effectively in a rapidly changing world.
