One goal of education is to prepare students to participate in a democratic society in which many differing opinions and causes are held. It is important that students develop an understanding of divergent ideas and a capacity to discern the difference between fact and opinion. Books, films and other media are valuable to expose students to many differing ideas, but it is also effective to invite appropriate persons not on Northwest Regional Education Service District's (NWRESD) educational staff to speak to students as part of the educational process. 

The Board establishes the following guidelines to uphold students’ freedom to learn and recognize the obligations that exercise of freedom entails: 

1. The teacher and supervising administrator are expected to exercise judgment and to investigate fully all proposed resource persons; 

2. Teachers should be encouraged to use resource persons representing various points of view to give students a more comprehensive understanding; 

3. An appropriate record will be made of each resource person and of their presentation; 

4. The resource person will present ideas that have a demonstrable relationship to the education program of the student; 

5. Prior to appearing, the resource person will be given, in writing, and will agree to abide by the following Board regulations. The teacher responsible for inviting the resource person, or any NWRESD supervisor, has the right and duty to interrupt or suspend the resource person whenever the conduct is judged to be in poor taste or endangers the health and safety of students and staff. Examples of inappropriate conduct are: 

a. Profanity, vulgarity or lewd comments or materials; 

b. Smoking while speaking to or consulting with students; 

c. Encouraging any unlawful behavior on the part of the students; 

d. Any action that violates any Board policy.
