Northwest Regional Education Service District (NWRESD) shall provide insurance protection for NWRESD properties, services, financial operation and for actions of the Board, Board members, NWRESD employees and others acting for and under direction of the NWRESD in the performance of their legal and assigned duties.
The superintendent shall annually review the insurance needs of the NWRESD. An annual report to include recommendations for changes, assessment of the prior year’s experience and current trends shall be made to the Board. The adequacy of the NWRESD’s insurance program shall be measured according to available coverage, service, and cost.
The Board shall retain an agent of record for casualty and property insurance, bonds, and workers’ compensation insurance. The agent will be responsible for assisting the NWRESD administration with the development of a sound insurance program, and for writing and servicing all necessary insurance policies and statutory bonds.
Insurance Programs
All NWRESD insurance coverage is to be written by a company that meets the industry standards with a rating of not less than Best’s Key Rating of Excellent (A, A-) and is acceptable to the Board under the provision of Oregon law.
Insurance may also be written by any pool that is able to demonstrate satisfactory financial stability as determined by industry standards.
Blanket building and equipment insurance will cover replacement costs at the same site, with a deductible determined by the superintendent to provide the lowest possible premium costs consistent with adequate protection from unanticipated expenditures.
Professional liability insurance will cover NWRESD Board members and employees only while acting in their official capacity.
Errors and omissions coverage in addition to tort liability will be covered under the NWRESD insurance program.
NWRESD will provide liability coverage for all NWRESD-owned or leased vehicles. NWRESD will not carry student accident insurance other than liability insurance.
During its organizational meeting in July, the Board will appoint an insurance agent of record for the NWRESD.
Liability Insurance
NWRESD provides comprehensive liability insurance for all employees while in the performance of official NWRESD duties.
NWRESD maintains excess auto liability to protect against exposure of district employees using personal automobiles for authorized NWRESD business when prior approval for such use has been received from NWRESD. Such authorization may be contingent upon driving records checks through the Department of Motor Vehicles.
