The superintendent will develop and maintain plans and procedures necessary to assure the security of Northwest Regional Education Service District (NWRESD)-owned and operated properties and to provide for a continuing program of preventive maintenance designed to ensure that buildings are clean, safe and efficiently operated. The service center administrator, subject to the direction of the superintendent, will have overall responsibility for the maintenance and security of the NWRESD’s buildings and grounds.
The site administrator or the facilities department will be responsible for the care, upkeep and security of the buildings and for supervision of custodial services.
The superintendent will keep the Board informed about NWRESD properties and will make other reports as the Board requests.
Security
Buildings constitute one of the greatest investments of the NWRESD and should be protected. The superintendent is directed to establish regulations as may be needed to provide for security of buildings and grounds.
Employees working during nonwork hours, weekends or holidays will adhere to regulations provided by each service center, facility or component district.
Incidents of illegal entry, theft of NWRESD property, vandalism or damage to NWRESD property from any cause shall be reported by phone to the office of the site administrator or the facilities department, and to the appropriate law enforcement agency as soon as discovered. If the amount of the loss is greater than $1,000, a written report of the incident shall be made within 24 hours of discovery and forwarded to the superintendent’s office with a copy to the site administrator and facilities department. Similar incidents in component district facilities shall be reported in accordance with regulations of that agency.
Access
To maintain an effectively run NWRESD, the superintendent will implement an efficient, organized access plan to all NWRESD facilities, including procedures to facilitate this policy.
Reporting of Hazards
Through routine inspection of all facilities, materials, and equipment, as well as through staff training, it is expected that all hazardous or potentially hazardous conditions will be identified, reported and acted upon appropriately.
The superintendent will develop and maintain a written hazard communication program for the NWRESD.
All personnel who, during the performance of their duties, or in an emergency, may be exposed to hazardous chemicals will be informed and trained to deal appropriately with these chemicals. All employees will be trained to recognize and respond appropriately to the presence of hazardous chemicals.
Reporting Vandalism, Malicious Mischief or Theft
Students, employees and citizens are urged to cooperate in reporting any incidents of vandalism, malicious mischief or theft and the name or names of the person or persons believed to be responsible.
Each NWRESD employee will report to the site administrator or the facilities department incidents of vandalism, malicious mischief or theft and the name of the person or persons responsible, if known.
Teachers will submit a report of any vandalism, malicious mischief, theft or damage to their classrooms, to the superintendent. The superintendent will report to the Board regarding major vandalism, malicious mischief theft or damage to NWRESD property.
The NWRESD may offer a reward to an individual(s) who provides information that result in the apprehension of a person(s) guilty of vandalism, malicious mischief, theft or other criminal acts against the NWRESD. The amount of reward shall be determined by the superintendent on a case-by-case basis within any guidelines set by the Board.
The superintendent or designee is authorized to sign a criminal complaint and to press charges against those committing acts of vandalism, malicious mischief or theft of or against NWRESD property. Because incidents of willful or malicious abuse, destruction, defacing and theft of NWRESD property are clearly contrary to the best interests of the NWRESD and injurious to the rights and welfare of the entire community, it is the policy of the Board to seek all legal remedies against persons found to have committed such acts. Full restitution for the damage will be sought from such persons, or, in the case of minors, from their parents/legal guardians. Until such fees or restitutions are paid, certain restrictions and/or penalties may be imposed. Records requested by another district to determine a student’s appropriate placement may not be withheld.
Persons who willfully destroy NWRESD property through vandalism, malicious mischief, theft or arson, who commit larceny or who create a hazard to the safety of other people on NWRESD property will be disciplined in accordance with state law and referred to law enforcement authorities.
Energy Conservation
The NWRESD encourages and supports a cost effective energy conservation and education program to lower substantially the consumption of electricity, natural gas, gasoline and water.
