The Board authorizes the establishment of a foundation to accept, hold and administer funds and gifts in support of projects and programs that benefit all students birth to age 21, with a preference for underprivileged and youth with disabilities in public schools in Clatsop, Columbia, Tillamook and Washington counties. 

The foundation’s assets will not be used for the general maintenance program of the NWRESD or for the purchase of normal supplies, basic instructional materials or equipment used for the general operation of the NWRESD. Rather, the foundation’s assets may be used to help fund specific educational projects and programs throughout NWRESD developed with the cooperation of the NWRESD and other civic, charitable or private organizations and individuals. Evaluations for funded projects are kept on file in the foundation office and are available for viewing upon request. 

The foundation shall be governed by a board of directors whose membership and functions are set forth in the foundation’s bylaws. 

The foundation will be incorporated under Oregon Revised Statutes and registered as a tax exempt corporation under Section 501(c)3 of the Internal Revenue Service Code.
