The Board delegates to the superintendent the function of specifying required actions and designing detailed arrangements to operate the Northwest Regional Education Service District (NWRESD) in accordance with Board policy. These detailed arrangements constitute the administrative regulations governing the NWRESD. 

The superintendent will carefully weigh the counsel given by representatives of staff, component district  staff, students and community organizations regarding those administrative regulations. The superintendent will inform the Board of such counsel in presenting administrative regulations. 

The Board will adopt administrative regulations when a state or federal law requires the Board to do so. It may also adopt regulations when the superintendent recommends Board action. 

The Board reserves the right to review all administrative regulations and procedures. The Board will direct revision of administrative regulations or procedures only when it finds them inconsistent with its policies and administrative regulations.
