POSITION: Superintendent 

DEPARTMENT: Administration 

QUALIFICATIONS:

1. A current Oregon administrator license with a superintendent’s endorsement or a transitional superintendent license; 

2. Successful experience as an educational leader and administrator; 

3. In lieu of the experience and training requirements above, the Board may consider as a candidate for its superintendent’s position an individual who meets transitional administrator or exceptional administrator license requirements. The Board may, jointly with the individual, submit an application for such license for Teacher Standards and Practices Commission (TSPC) approval pursuant to Oregon Administrative Rule (OAR) 584-080- 0151 and 584-080-0161; 

4. Other qualifications as determined by the Board.

Position Purpose 

Provides for effective administration of departments and educational leadership throughout the system and region. 

Nature and Scope of Responsibilities 

As chief executive officer, designated by the Board, the superintendent shall have the authority and responsibility to administer the Northwest Regional Education Service District (NWRESD) except where the law designates that responsibility to others. The superintendent may issue regulations, consistent with state statute and policies of the Board, which shall be binding on the employees and students of the NWRESD. 

Essential Functions 

Performance Responsibilities 

1. The superintendent serves as chief executive officer of the Board except as otherwise provided by law, makes rules not in conflict with law or with Board policies and decides all matters of administrative and supervisory detail in connection with the operation and maintenance of the NWRESD. 

2. The superintendent initiates and directs the development of policies for approval by the Board, delegating such responsibility to associates and subordinates as deemed desirable. 

3. The superintendent attends all meetings of the Board except those concerned with his/her own contract status and takes part in the deliberations, but does not vote. 

4. The superintendent assists the Board in reaching sound judgments, establishing policies, and approving those matters which the law requires the Board to approve; places before the Board necessary and helpful facts, comparisons, investigations, information and reports and makes available advice on special or technical matters by those persons who are qualified to furnish it. 

5. The superintendent implements and interprets Board policies. 

6. The superintendent recommends the appointment, promotion, demotion, discharge and/or suspension of represented licensed employees of the Board as provided by law and Board policies and the employee’s collective bargaining agreement, as applicable, and with such recommendations reported to the Board for approval. 

7. The superintendent assigns or transfers represented licensed employees as provided by state law, Board policies, collective bargaining agreements and meet and confer agreements, as applicable. 

8. The superintendent appoints, assigns, transfers, promotes, demotes or discharges classified and nonrepresented employees as provided by state law, Board policies, collective bargaining agreements and meet and confer agreements, as applicable. 

9. The superintendent directs the administrative team in visits to the programs under his/her charge; through this staff, directs, assigns and assists licensed staff and all other educational employees in the performance of their duties. 

10. The superintendent directs the work of the administrative team regarding programs and services and, based on population trends and the educational and cultural needs of the region, makes recommendations to the Board. 

11. The superintendent directs the preparation of an annual budget showing the estimated receipts and disbursements necessary to cover the needs of the NWRESD for the ensuing fiscal year and submits this estimate to the Board in accordance with law. 

12. The superintendent approves and directs, in accordance with law and Board regulations, purchases and expenditures, within the limits of the budget. 

13. The superintendent exercises leadership in directing activities as required by statute and rule and in studies of sites and buildings, considering the program needs and population trends of the NWRESD, to ensure timely decisions by the Board and electorate regarding construction, renovation projects and the leasing of facilities. 

14. The superintendent represents the NWRESD in dealings with other education service districts and school systems, social institutions, business firms, government agencies, the legislature and the general public. 

15. The superintendent keeps appropriate constituencies and clients informed about current educational practices, educational trends and the practices and problems in the NWRESD. 

16. The superintendent performs such other duties as the Board determines. 

The specific enumeration of the superintendent’s duties as detailed above will not act to limit the broad authority and responsibility of the office. 

Other Skills and Abilities 

Ability to work in an effective manner with employees and clients; good organization and math skills; ability to perform duties with awareness of all NWRESD requirements and Board policies; and effective communication, speaking and writing skills. 

Physical Demands 

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

While performing the duties of this job, the employee is required to frequently travel between and within school facilities and to participate in lengthy meetings. The employee is also frequently required to drive to various worksites within the region and to meetings, conferences and workshops outside of the region. The employee continually uses hand strength and fine motor skills to grasp tools, use office equipment, and use the computer. The employee may, on occasion, lift and/or move up to 20 pounds.

The superintendent shall demonstrate executive leadership and vision, in shaping education service district culture, as well as empowering others, with sensitivity to multicultural understanding. 

Standard #2 - Policy and Governance 

The superintendent shall demonstrate the ability to work with the Board, formulate education service district policy and regulation, as well as describe regional education service district governance in a democratic society. 

Standard #3 - Communications and Component/Client Relations 

The superintendent shall demonstrate the ability to express education service district vision, purpose and programs, as well as promote media relations, constituent and client feedback and build consensus for program support. 

Standard #4 - Organizational Management 

The superintendent shall demonstrate the ability to gather, analyze and use data for decision-making, framing, solving problems and quality management. 

Standard #5 - Program Planning and Development 

The superintendent shall demonstrate the ability to organize and develop program models that meet the needs of client groups. 

Standard #6 - Program Management 

The superintendent shall demonstrate knowledge of program management strategies through collaborative and coordinating endeavors. 

Standard #7 - Human Resources Leadership 

The superintendent shall demonstrate skill in developing a staff evaluation, assessment and supervisory system to improve performance. An essential skill is describing and applying legal requirements for selection, development, retention and dismissal of regional staff.  

Standard #8 - Values and Ethics of Leadership 

The superintendent shall demonstrate the ability to understand and model appropriate value systems, ethics, multicultural understanding and moral leadership. 

Standard #9 - Labor Relations 

The superintendent shall demonstrate the ability to understand collective bargaining law and processes, contract management and effective relationships with bargaining groups. 

Standard #10 - Education Service District Goals 

The superintendent shall demonstrate the ability to work with component school districts in developing long-range and/or short-range strategies for the NWRESD, which are annually adopted by the Board.
