The Board has the authority and responsibility to establish policy. The Board accepts the definition of policy set forth by the National School Boards Association:
Board policies are statements which set forth the purposes and prescribe in general terms the organization and program of a school system. They create a framework within which the superintendent and his/her staff can discharge their assigned duties with positive direction. They tell what is wanted.
The formulation and adoption of policies, recorded in writing, will constitute the basic method by which the Board will exercise its leadership in the operation of the Northwest Regional Education Service District (NWRESD).
The policies shall be consistent with Oregon Revised Statutes, Oregon Administrative Rules and all federal laws and regulations. Legal reference changes may be made to existing policies as needed without the requirement of presentation for Board consideration.
The basic responsibility for initiating, reviewing and recommending new policies or policy modification will rest with the superintendent. New policies or changes in existing policy may be proposed by any Board member, group or organization, staff
member, parent, student or other member of the district to the superintendent for the Board to consider. The superintendent, in
developing these policies, may be guided by the recommendations of the staff and may seek input from component district staff
or district patrons during the preparation and subsequent review of policy statements. Advice from legal counsel may be appropriate. The superintendent will furnish necessary background information to the Board.
The superintendent will furnish necessary information and make recommendations on new policies and on policy changes.
